Assessing risk, resilience, and emergency response plans of public water infrastructure on the islands of Maui and Moloka?i

Maui Water Supply AWIA Compliance

Maui County¡¯s Department of Water Supply (DWS) provides drinking water to approximately 119,000 residents on the islands of Maui and Molokai and operates 12 public water systems. To comply with the 2018 America¡¯s Water Infrastructure Act (AWIA), DWS needed to conduct a risk and resilience assessment (RRA) and develop a corresponding emergency response plan (ERP) for their water systems. They reached out to us to help.

Our emergency management services team has completed RRAs for each of the public water systems and the water utility as a whole, based on the AWIA requirements and materials provided by DWS. We collaborated with DWS divisions and related county agencies to assess the resilience of the physical structures, automated and electronic systems, and system monitoring, the operation and maintenance of the water system, and the storage and handling of various chemicals. The RRAs followed the American Water Works Association¡¯s Jl00-10 Risk and Resilience Management of Water and Wastewater Systems standards.

The resulting ERP update supported consolidation of the DWS current emergency policies and procedures and recommended strategies to increase the resilience of the DWS system. These included improved physical security and cybersecurity, plans and procedures for responding to a malevolent act or a natural hazard, and strategies that detect hazards that threaten the drinking water.
