KDOT NG911 Data Synchronization
To modernize their geospatial infrastructure, the Kansas Department of Transportation (KDOT) launched a statewide initiative to align road data with emergency services mapping through the Next Generation 911 (NG911) road centerline dataset¡ªthe backbone for accurate 911 call routing. With 105 counties spanning the state, the scale of the project is as expansive as the Kansas prairie itself.
KDOT partnered with our team to navigate this complex effort. We proposed a phased approach inspired by the waterfall model commonly used in software engineering. This strategy breaks a challenge into manageable phases¡ªdiscovery, planning, and deployment¡ªeach building on the lessons of the last.
We began by evaluating the discrepancies between the linear referencing system (LRS) and NG911 datasets. Our analysts manually reviewed geospatial data, identified inconsistencies, and drafted preliminary rules for data reconciliation. Human judgment played a critical role, confirming that the nuances of the data had been captured before we introduced automation. By isolating the discovery phase to a single county, our team reduced risk while enhancing learning.
With insights from the first county, we moved on to the planning phase, expanding the scope to 10 more counties to refine workflows and develop tools to address recurring data issues. We introduced automation with rules to handle the diversity of data across counties. Our goal was to build a scalable system that could handle the remaining 94 counties with precision and efficiency.
With each phase informing the next, this process created a feedback loop so KDOT¡¯s final deployment of NG911 was grounded in tested, reliable solutions.
