She has helped communities and agencies in understanding and communicating the financial impacts of rate increases on low-income residents. ?
A leader on our Financial Services team, Carol¡¯s expertise includes assisting with water, wastewater, and stormwater utilities. She has guided financial plans, impact fees reports, and rate studies, and she¡¯s successfully facilitated workshops with multiple interested parties.
Carol has a long-term relationship working with Albuquerque Bernalillo County Water Utility Authority, the largest water utility in New Mexico. With a focus on reaching water conservation goals through rate adjustments, she provided alternative rate structures for the Authority. The result? Lowering the region¡¯s water usage from 250 gallons (946 litres) per day in the mid-1990s to 130 gallons (492 litres) in the present day.
